false ICMP event alarm for interface down

Hi all

I installed a policy at a monitored interface, and it might trigger a blip and the OpenNMS sent an email said the interface is down. But actually, it is not down(it can connect to 8.8.8.8 for example). Could you help with this situation maybe some settings for the "interface down" which is not true. For example:

If ICMP fails to respond x times over x time period then try to ping known good connection i.e. Google 8.8.8.8 - if it is down then issue an alert that ICMP connectivity is lost.

Could suggest which should I do to accomplish this?
